Is it possible to move a background Image in rhythm with the music ?

Yup, Transform Scale XY, Source: 80kHz, Peak, Scale 0.5, Offset 1. Values are suggestions. Other stuff would need After FX or similar.

Couldn't you also do this with a Translate Z-Axis using frequency? Instead of setting double transforms for X/Y?

Definitely. I always forget about that but it's a nice effect.
