It is very likely a particle system and could have been created in any software that has particle systems as a feature. Houdini, TouchDesigner, Blender, After Effects and many others. It looks like some noise has been used as a particle effector.

You should checkout Particle Illusion from BorisFX. Terry gave us the heads-up on this forum earlier this year - it is free to use.

Magic particles are a bit limited but you can still do quite a lot in Magic too.

You could easily render a video in any of those programs and then play the video in Magic with the speed linked to the volume. It would look very similar if not identical.
