Is it possible to get the audio to play at the exact same time as the video?

Is it possible to limit the scale of the input selector only work on a certain range of pads? For example, I have the Novation Launchpad Mk2 and when I use scale the bottom row of pads goes from note 11-18. I actually was just trying the same thing with a random set for the video's start time with Scene Start selected, but it always starts at the very beginning of the video. Any reason this would be happening?
